the only downside is that it takes more clicks to switch between notes, but it's not a big deal, and it's consistent with later games.

yeah, I think that in that respect the old note system wins but I don't see it as a big flaw, just a little annoying but nothing more.

The Notepad made more sense for SubNet instead of Sub_4 because of its sheer size.

I think it's obvious, if the statue is meant to represent Murtaugh then the animation is meant to represent a karma portal from him.
