The Black Dossier he mention in his note on the was his personal journal he kept his notes and observations, as well his own opinions about certain conflict and groups of people during the conflict in the main series. With all these observation put into the Black Dossier, he was able to conclude what the Submachine actually was, and wrote it down in the Black Dossier so he would not have to remember the answer in case he forgot.

But at the last second, the Black Dossier was lost, or destroy. As result, bringing his ability to suppress the noise from all the other Layers spirals out of control. And fell into the depths of insanity, and was lost to the rest of the Exploration Team.
