I will post here my first theory. I still have some more theory on my PC but I need to evaluate them first before posting.
Btw, here is my Theory:

Why can't we see other people in Submachine?

Where are they? Are they long dead?? Or they are alive but we cannot see

them?

As Mur uses his Karma abilities it continued to pierce a dimension,

splitting it into what we call "Layers". Remember the small VTR in the

Church / Mosque we saw in the Sub 8? When we got there, it views a perfectly

parallel dimensions. When we unlock new locations, a new button in the VTR

will be unlocked. And after we unlocked all the locations, it showed us the

words: "The Plan Sector_9"

Same as the layers. The layers are interlocking perfectly with each other.

That means that 'maybe' there are still person alive wandering in the subnet

(aside from Liz and Mur). We are just in a different layer. The notes are

placed properly and not hidden because they are not affected by the layering

of that dimension. But why does Liz and Mur exist in all layers?

Mur, because he had his Karma abilities that can manipulate layers. And Liz,

because only Liz can solve Mur's critical puzzles and plans. Well, somehow,

maybe Liz also have Karma abilities opposite to Mur.

Back to dimensions, they said that the third dimension is just a 'copy' of

the original one. Therefore, why is the third one have some differences from

the others? It's because there are quantum changes. When we copy anything, it

doesn't mean that we also copy the whole process of it. We can alter the

'copy' with the choices that we have. Same as the layers. There are

different thing on the layers. The person who wanted to burry Mur in the

lighthouse can be found on the fifth layer. Maybe they can be found on other dimensions too.

Why does Mur wanted to take over to those who wanted to bury him?

It's because they know what the plan really is. They know a big part of what is the Submachine.

I can't say it's explicitly forbidden, and the thread is indeed named "theories and suggestions", though in my experience, you might want to move that to a thread of it's own.

I will have to address a few things here it because:

The Layers already exists long before Murtaugh even acquired Karma abilities. The Seven Layers of Submachine is always part of the Plan, which we may never know exactly what it is.

Liz cannot exist in any other Layers at the same time like Murtaugh could because as far we know, she does not have Karma abilities. We never see her creating Karma Portals or at least make any notes to us Players in Sub_7 that she have Karma abilities. The reason she's very smart and capable of solving puzzles because she's extremely knowledgeable about the nature of Submachine, which we can see hints of that on her Ship.

I don't think Murtaugh want to go after those who tried to bury him in the Lighthouse because they may know something about Submachine... Mur is going after them because they TRIED TO BURIED HIM IN THE LIGHTHOUSE. Call it revenge. Simple. No need to add anything to it. The whole series revolves around Murtaugh and the Lighthouse for that very reason and we are part of it. We're making the last leg of our journey to see if we can catch up with Murtaugh and stop him...

Or we may very well be too late.

Regarding your theory...

I can't honestly say I'm understanding the main point you are trying to communicate: you talk about layers but then deviate from the subject. I believe AK already addressed all the issues that I found.

Also a couple of ideas i had. "How can Murtaugh be in multiple layers at once?" Time travel. This way he can be in multiple layers at once, and there would still be only one Mur, as Mr. Skutnik has told us.
We also know that we will keep the navigator in Sub 9, but theoretically wont be using it. What if it just ran out of energy?
