That is rather unlikely. The likelyhood that the king used the so called majestic plural is much higher. In case you're unaware, the majestic plural refers to the habit of royalty to use the first person plural pronoun (we) of themselves. This might partially be due to the fact they were constantly addressed with polite forms as a child, who knows. There was a certain phrase that caught my attention.
"We the King."
That means....more than one King, but the King does not have an "s" at the end.
That tells me...the old King also could also be in all the layers at once.
