You look at the chart:

It looks like an extended version of the chart at the portal areas near the portals you used to get on this planet.
You read the note:

It says:
"I left to the portal on the north side of the basin, I'll be going to IAE to help with the revolution there. I guess 60 will want to go there, since that was the 2nd last place before coming here. When you see him, give him the key."
Is this my final form?

See if the letter is addressed to anyone, otherwise find a portal to go to IAE

We need the key...I think.
And the odds are he left in a hurry and we need to look for it?

As mentioned before, the room is empty of any objects except the furniture and the note. So you don't see any key in the room.
You use your powers of deduction to guess that the note was written by Hygen, and probably addressed to the person that was waiting outside the office the first time you came here, so the key is probably the grey object you have.
60: So, now we have to find a portal to go to IAE.
Taruka: Actually there's a portal on not too far from the base, maybe we can use a vehicle to get there.

Ask Taruka where we can find a vehicle

60: So where can we find a vehicle?
Taruka: We can go back to the airplane hangar on one of the levels we explored before and see if we can use one to get there.

Go to the elevator, open it then press the top right button to go to the hangar and move on from there.
