Yes, it action anime, not story one. Its and TTGL directed by same man(Hiroyuki Imaishi) and like TTGL it's dropping in action almost immediately, not spending few episodes on talking and building up story and characters, pretty much every TTGL episode involved fighting. And both of them is about epical pathos talking and overbearing the enemy. So, it's pretty fair to compare KLK to TTGL in my opinion.
Now about the theme. Not going to talk about
magical girl anime subgenre theme, it should be pretty obviously anyway. Now about fan service parody theme that going through the series. Instead showing few frames of panty shots or spending entire episode on famous "beach episode"(Let me remind you TTGL had one too) or "Onsen episode"(Oh yeah TTGL had that one too...) like most anime love, KLK basically shoving it in your face, in every episode, and parodying all of "fan service" tropes, so much, so to the end of anime you just stop giving any fucks about how main heroine(and others) looks and just enjoying the action. All of this along side of idea of main heroine growing up and stopping to care about how she looks for people around and accepting her body as it is.
So, anyway you could find way better explanation about what's going-on in/with KLK on the internet if you care enough, just remember — "Don't judge a book by its cover".
