I guess you were thinking along the lines of "thou shalt not betray your country" and the hints of dark forces?
We really don't need one, just as said, a good storyline.
If we are working with them, which version?

Well, there was also implications to running out of oil being a crisis, and to the solution to all of mankinds larger issues being a technological qick fix.
As for you backstories, they do have a few issues. Excep for the aesopishness, which does seem rather central, I don't think any gouvernment could get away with such a huge-scale project and zero insight, with or without a "for the benefit of humanity" sticker. Or i'm just biased and trying to get something a bit closer to mine chosen, I don't know. Why always this new/old conspiracy conflict?

Maybe somekind of world organization like the UN, they would have both the resources and the ability to protect it from the media. Also, their pretty much the highest terrestrial authority there is, so if someone found out who are they going to tell?

That would be dependant on all twohundred-something countries agreeing on it, and not a single person gathering any evidence worth mentioning. Then all you have to do is to put it in the hands of some major american journalistic organization. Considering how the Un works, they would be the least fit for this kind of conspiracy.

Once again, we come to a point where an alternate Universe looks appealing....
So let's decide this conspiracy.
a) Government is a major part of a group of countries in a pact, and using monies from the pact makes the project (with the 'we are doing this for your good' sticker), but is actually using it for war crime purposes.
b) Government is making this project with the 'we are doing this for your good' sticker but is actually committing war crimes.
c) Government hires agency to do project, agency betrays government and uses it as a block. (What we have discussed lately)

d) An outside agency of c-ish origin infiltrates and controls a majority or more of the gouvenrments on the planet, to the extent that they can keep their project secret and funded. (Which is also done through control of other financial institutions, such as banks)

E) The government agency (e.g the CIA) funds various front research groups to perform their experiments, most of whom do not know they are being run and funded by the government. I think this is the most likely scenario.
