Age limits are imposed by law, and law says which age is limit because most people mature at that age. So, actually, maturity is the limit, and it's imposed that, to make it easier, most people are mature at the age limit.

TL;DR: Age limit was created because of lazyness to make maturity tests.

But I think mathematical skills don't depend on the level of maturity (at least not so much), I'd think that for example if an already mature person who didn't go to school in his childhood go take some lessons of mathematics he would have more or less the same performance at all stages than a child who's also taking lessons (probably a bit more since he'd already learnt to sum and all the basics from his daily experience), or even less performance, because children learn more quickly. So age wouldn't be an impediment to learn mathematics, in my opinion.
