I would argue that inverse question mark isn't a part of even the most informal English puntuation systems.

Anyway,I think the reason we don't see the ¿ a lot is because not a lot of people own Spanish keyboards...or post from phones frequently.

¿ doesn't add any different emphasis on the question. People in my region have some problems when adding it on spanish and NOT adding it on catalan (in catalan it doesn't exist, in spanish it's compulsory), some ones forget it in spanish and some others add it in catalan; but generally it's tended to forget it. Also, it doesn't have any connotation. It's just like... brackets, for example. One for starting the question and one for ending the question. In correct spelled Spanish it's forbidden to drop any of them.
