Actually I use the ¿ and the reversed one BECAUSE I'm spanish.

The reversed one is an ironic question mark.

But in English there is no reversed mark, ¿not? So, ¿why using it? ¿Isn't it against the rules of the language? :P

I would argue that inverse question mark isn't a part of even the most informal English puntuation systems.

Yeah. Not even Spanish people use it in some cases either, like in Internet and sms talking, so...

BTW,"¿"seems to give a sentence some attitude,ie. ¿...?=...?? or even ...?!
Either that,or it's just me.
Anyway,I think the reason we don't see the ¿ a lot is because not a lot of people own Spanish keyboards...or post from phones frequently.
Is this my final form?

¿ doesn't add any different emphasis on the question. People in my region have some problems when adding it on spanish and NOT adding it on catalan (in catalan it doesn't exist, in spanish it's compulsory), some ones forget it in spanish and some others add it in catalan; but generally it's tended to forget it. Moreover, some illiterate people forget even the ? one xD

The "¿" simpy doesn't exist in English, that's the main reason why we don't see it... having a Spanish keyboard doesn't mean that you'll use it for writing in other language than Spanish XD

Also, it doesn't have any connotation. It's just like... brackets, for example. One for starting the question and one for ending the question. In correct spelled Spanish it's forbidden to drop any of them.
