It may be that one Layer intersects with more than one (OTHER) Layer. Like Layer 5 may be connected to 2 other Layers (I doubt it but an example.)

If you didn't have those lags before, you can do a system restore to before the lags happened (but you would lose all your programs and files installed after that moment). I know it's a drastic one, but I can't think of other solution, if you have already downgraded your Flash.
