(I think those are all the Red-variant numbers of the colors on the panel from top to bottom)

The only clue I'm not using is telephone...Which I assume means a number like x-xxx-xxx-xxxx...Hopefully I'm on the right track

i have never heard of RGB pencils XD

LOL, I don't know if the code is computer-varianted RGB numbers Maybe not the drawing itself is RGB, but looking up those colors in RGB-format - i.e purple, light blue, red - maybe it's a hint? Or I wasted my time XD
