Hmm, all we have in the room is a string of colours, a tag that says "top to bottom, telephone", and a number pad.

Nice try, but no, it doesn't work.
(make use of ALL the clues, you didn't make use of the "colours" part.
There was a reason the tag says top to bottom/telephone, and it's written in 60's language)

And if the colors mark a certain ordering? Maybe you have to match the numbers matching the colors and order them following the rainbow spectrum: red, orange, yellow, green, blue, violet
