Pretty sure OOO is Layer 1 judging from Sub8's layer machineOOO is most likely Layer 8 since we arrived at the NGD from the White Portal from Sub9. However it would be easy to say it is NOT Layer 8 because we don't see the white particles. (I offered an explanation for this but I'm not sure how much I like it) If this is true then the Sub10 basement, the infernal basement, the Basement Exit, the Lighthouse, and the Metal Section also all take place in Layer 8.
I think this could be Layer 8. Why? Because notes between Sub9 and Sub10 point out that the layer of light traps people. We know the loop traps people. We know Murtaugh was trapped in the loop, we were trapped in the loop. Even a note in Sub10 says that Murtaugh was trapped in the layer of light.IOO could be any Layer, especially since it only links to a loop location.
