Here the thing, besides Murtaugh, Elizabeth, and Sir Henry O'toole, everyone was an average Joe. They would need the Navigator to do so, and they would still risk running into themselves/counterparts in another layer.
But again, without a navigator they could not go into another layer. So each layer is like its own universe. The Plan itself is like a multiverse, but limited to just 7 universe or versions of an Earth per say.
Think of each layer like a planet Earth, They are not planets, but they have their own physical ground that the people have to live off of. But Each Layer has its own history, but the timeline of Each layer run parallel to each other.
My point is this. The Layers of Reality are before the Big Bang. But unlike the many multiverse of the Earth we are on, say where one timeline on another earth where the cold war ends and nuclear winter takes the death of life on earth on it, while on this earth, history still follows.
When I say the Timeline or History if you will run parable on each individual layer. While into the layers before and after it.

Plus, it is possible that we are visiting different Layers within the coordinates in the SubNet. Example: the coordinate 002 could be in Layer 3 while coordinate 291 could be in Layer 1 (or even a different Layer!). Heck, check out the coordinate 628 if you haven't already... this location even has its own Layer Navigation Device, though limited to only two different Layers. I think this was Mateusz's experimenting with the Layer concept before we even learn about the Layers in Sub_7.

Wait, wait, the Coordinate Portal...
Are the locations unique per Layer, or not? Such as there being a, say, "734" in EACH LAYER, or only one "734" through all Layers? If so, then the Coordinate Portal can also transport us through layers, causing the Navigator to be somewhat obsolete...
But then again, perhaps if there's one location coordinate per Layer, then maybe Layer 3 is the only one with Coordinate Portals?

Some theories say that the three portal numbers correspond to something like actual spatial coordinates (like XYZ). if that's true then 3 numbers wouldn't be enough to identify which layer it has to travel to, it would need four numbers XYZL for spatial position and layer number.
But if the coordinates aren't actual coordinates and just numbers marking each location then it's possible. We know that at least karma portals can switch layers if they are green.

And that is true.
But there are a limited number of actual locations. But how I see it is, yes it work under the XYZ axis, But how I see the coordinate location within its own layer to be pointless.
That room at 628, its at coordinates 628.
But do note that when you push the button, the other layer counterpart is switch.
Kinda like that theory I made about Coordinate Jul? how the location where pulled across the layers but only the physical location only exist with the other ends opposite to each other due to the rest of the building simple collapsing because they were occupying the same space at the same time?
The same could go to how I posted those picture not to long ago where I thought the Basement, the Sub 0 Temple, and the Root location all shared a common intercepting point?
Just like Coordanites 628.
