When you insert all of the 4 lizard limbs into it, the lizard springs to life, crawls up the wall, revealing the spot to place the valve.

So yeah. He's right.

EDIT: Could be the alien thing forced to Game & Watch & Review on the red bed, symbolizing the tragedy of the JIG Reviewers? Maybe it wakes up somehow?

I think so. There are many references in the game related to JIG. I liked the notes in the style of The Shining
