Random thoughts:

1) Why did Mur not see destructions? - Because he was looking at all layers at once.

So, why do some karma portals don't destruct structure of Subnet?
Maybe because they are created in places where all layers are one?..

Of course. Murtaugh was from Layer 3 and he caused the almost entire destruction of it.
