Maybe it's the defence system of the layer.
Only in this layer, the DS is (was?) controlled by humans.

But the DS was created to control the human infestation, not? Why would the subnet let its enemy use a part of it?

Okay, then maybe some kind of human resistance HQ, like Matrix or Terminator.

That makes sense, since Murtaugh and company had those guns in the sanctuary, they had to come from somewhere.

It would really suck if the humans of each layer hate each other, just because they are from different layers.

Yeah, layerracism shouldn't be allowed in the subnet

Remember, Vortex, alternate realities on each Layer - For all we know, it's an old-fashioned DefSys, maybe there was an inter-Layer War (I believe I remember reading about someone who mentioned that on another thread)
