The Letter with our Photo with the words "Target" written on the photo, and the Address from Karl von Toten Lab in Lisbon, who sent it?

It was not Karl von Toten, he was hiding from Manfred and the German Army.
Well, he did not know it was Manfred yet, but still, the fact he was on the run shows he wanted nothing to do with the German Army.

So...who sent the Letter? Was it one of the other Scientist hiding like von Toten? But if that was the case, they know what kind of situation he is in, so as far as I know, why would he compromise Karl?
Maybe he was the Mole that told Manfred Karl was in Libson?
