What browser are you using?
Chrome, Firefox, or just regular internet explore?
I don't know if that has something to do with it.
You just have to go to 966.
Unlike the 051 Karma Portal, you don't need to Unlock it.
Its...sorry, but it just ironic your name being Error_3113, and your having problems.
Try...going to some other location first, then go to 966.
If you see an inscription under the Statue at the base at 966, you should be able to get into the Karma Portal.

I'm using Chrome, and I ended up opening an incognito window and trying it, and it worked.

I'm guessing now would be a bad time to discuss why you picked the ref from "A Series of Unfortunate Events?"

Its not just the series, I love the phrase.
I'm Autistic. Sometimes when I'm in class back in my earlier years of high school, when the class would not stop talking, I had to leave the classroom cause it was too much.
I read the series in my senior year cause I just found it curious, and I love the phrase.

Its a combination of 2 symbols.
The V for Vendetta symbol, and the VFD Eye.
I was able to create a symmetrical combination.
Oh, and the chalk writing on the wall, the only two that are mine are the theory ones with the K. in the lower right hand corner. The Rest are Mateusz. I never even knew he was going to do that.

I THINK I MIGHT KNOW WHAT THE CHALK IS FOR!
In Submachine 9, The Temple, there were parts of the physical structure being damage or destroy to a point where we could not use them. So, we had to use Karmatic Water in its place.
I just got an idea, in the lab that says "Where the Ladder?" I tried to draw one with the chalk.
It didn't work.
But I think we can use it to access other parts of other location out of our reach I think.

Well, I'm glad you all liked the final location. I couldn't end with something minuscule, now could I. I had to go out with a bang.
that's why I saved the WIQ location for the end. It had potential.
Anyway - really no one is going to acknowledge HOW exactly the WIQ's bedroom was entered?...
This location says few new things about the nature of the subnet.

...That would mean that you can literally destroy or move (or create? That's what the chalk could indicate, as you can/ could create drawings with it) everything in SubNet just with the power of Karma. Reminds me of my dream where I was able to drive through walls with the help of a broken elevator.
