Aha, I just googled it and it's some very ancient, chinese sign. The russian Wikipedia offers a translation of this somewhere on the page, but I'm too tired to search that now

it means grass, it's one of the radicals that form Chinese characters. in abbreviated form it's put above the character, and it looks like two small plus signs.
