May I suggest HTML 5 or Java? Then it would be easier to port it to mobile, expanding the reach of the game.

I know the bare basics of Action Script 3, which in time I might able to program a PNC, but I still need to make sure I know how to use OOP properly first (for some reason it keeps on giving me an error). I'll only have the program that I'm currently using for a few more years so it probably isn't very ideal. Do we have anyone else who knows any other programming languages? Java would be ideal, I think.
Balance is imperative; without it, total collapse and destruction is imminent.

I'm having classes on it this semester... They might only teach the basic, though.

Well, basics can get you pretty far, especially considering how they tend to open the gate to self-teaching. Wouldn't be speaking to you otherwise.

So, we have at least some facilities for creating a very early build of the game.
