How about an alternate timeline, set in the 2060's? The linchpin would be around the time of the cold war?

maybe in 2060 the oil has run out, the world is in crisis, and this experiment was supposed to save us somehow.
It would raise some interesting ethical questions anyway.

You mean something was going to happen, this government said the project was to save us, and (ooh, opportunity) placed up a force field to protect against insurgents, or other countries.

(Bit like the cold war).

Maybe, as I think it was mentioned in one of the back-stories, they are trying to harness the 'energy of the mind' to provide an alternative for the running out oil. It would give us a good opportunity to explore anyhow.

I think we need to keep the mind energy thing secret to the rest of this fictional world.

I don't think "mind energy" is very realistic – what if the experiments are to develop some sort of psychological weapon?
Balance is imperative; without it, total collapse and destruction is imminent.

How's that more realistic?

Anyways, if we're gonna set it in an alternate reality, there's no need for the plot elements to be realistic, only verosimile and self-consistent.
