It's something that the informatics want to impose, the year first is better for them because the calculations of adding and substracting to dates are easier that way, or so I heard.
But it would be stupid that the general population follow that convention, when we look at a date normally the most important info is not the year. After all, years don't change so often as days, if someone looks first for the year number in a date he/she must have been living under a rock XD

When you see date like: 2013-7-11, you don't know if this guy mean 7 XI, or 11 VII.

In Spain it's always day-month-year, and I think in good part of the world too, except in USA and few more countries, not?

Don't you get it? It's not about being *logical* or anything. It's about everyone using the same kind of format to avoid confusion. The different ways of writing the dates hardly differ in the terms of being useful. "Normally the most important info is not the year." What do you even mean? Anyways, it's not likely that people will follow it, because they aren't used to it and wouldn't want to change their way of writing, and because it was meant as an international standard for organizations rather than for general use. In fact, I think that since 1988 there have been very few instances of it, aside from computer apps, documents following international standards and countries who already had that convention.
